The USAID initiated a two-year Sustainable Fish Asia (SUFIA) project with its implementing partner Research Triangle Institute (RTI) in partnership with CTI-CFF and SEAFDEC. The project goal is to improve the management of marine biodiversity and fisheries resources in the Indo Pacific Region. One of the main tasks of the project is to support partner organizational capacity assessments and capacity building.

The SUFIA participatory organizational capacity assessment is working with CTI-CFF to develop the Capacity Development Action Plan (C-DAP). SUFIA will support CTI-CFF’s implementation of the C-DAP by providing technical assistance as well as modest funding for key procurements (through a grant). At the conclusion of this process, CTI-CFF is anticipated to have improved their capacity, namely having the financial and administrative compliance systems in place to enable them to contract directly with USAID and other major donor organizations. This process also aims to improve CTI-CFF’s performance in serving its stakeholders and increase CTI-CFF’s viability by planning for and executing activities to grow and diversify resources through effective private sector and donor engagement.

To support this process, SUFIA is conducting a Participatory Local Organizational Capacity Assessment (PLOCA) Online Survey targeting CTI-CFF’s National Coordinating Committees, Working Groups and Partners.  The survey has four (4) main sections: (1) Respondent Information; (2) Leadership and Performance; (3) Compliance and Controls; and (4) Partner Engagement and Sustainability.
