RETA 7813 responds to ADB's Regional Integration and Cooperation Strategy under its 4th Pillar: Cooperation in Regional Public Goods through:

Coordinated actions to supply regional public goods, such as clean air, environmental protection, control of communicable diseases, and management of natural disasters; and
Dissemination of analysis and research findings in the public domain through publications, workshops, and shared standards.

RETA 7813 is closely aligned with the following recently approved or proposed TA projects:

Regional Review of the Economics of Climate Change in Southeast Asia;
Regional Connectivity in Infrastructure in Archipelagic Southeast Asia;
Strengthening CMRM in the CTI of the Pacific, Phase 1;
Enhancing Regional Cooperation and Knowledge Sharing to Support the CTI; and
Strengthening Sound Environmental Management in the BIMP-EAGA.

Consultative Meeting on Conducting Tri-national Workshop on the Establishment of a Sea Turtle Marine Protected Area (MPA) Network and Monitoring, Control, and Surveillance in the Sulu Sulawesi Marine Ecoregion

Description

The Coastal Resources Management Project in the Coral Triangle: Southeast Asia Project (RETA 7813) aims to assist Indonesia, Malaysia, and the Philippines (CT3) in implementing their respective Coral Triangle Initiative (CTI) national plans of action (NPOAs). The RETA will result in increased resilience of coastal and marine ecosystems and human communities in the CT3 through improved management of coastal and marine resources established in the Sulu-Sulawesi Marine Ecoregion (SSME) priority seascape within the Coral Triangle (CT). The Project supports the introduction of more effective management of coastal and marine resources, especially those associated with coral reef ecosystems. This will build their resilience in a period of increased threats arising from climate change and human-induced impacts, thereby maintaining ecosystem integrity and productivity and ensuring improved socioeconomic status of coastal communities.

Following the fulfillment target of RETA 7813 to establish a transboundary network of protected areas in the Sulu-Sulawesi ecoregion to protect migratory, endangered sea turtles with a monitoring, control, and surveillance system, ADB together with CTI-CFF Regional Secretariat held the two (2) days meeting. During the meeting, the participants which also came from the NCC Indonesia and NCC Malaysia (minus NCC Philippines) discuss on the way of how the transboundary network conducted.

Tri-National Workshop on the Establishment of a Sea Turtle Marine Protected Area (MPA) Network and Monitoring, Control, and Surveillance in the Sulu Sulawesi Marine Ecoregion

Description

This workshop is conducted in collaboration with the Asian Development Bank (ADB), under the Coastal and Marine Resources Management in the Coral Triangle - Southeast Asia Project (i.e. ADB RETA 7813). The 3-day workshop aims to bring together representatives of the CTI thematic technical working groups (i.e. Seascapes, EAFM, MPA, Climate Change Adaptation and Threatened Species), particularly those involved in the establishing and managing of marine protected areas and addressing illegal, unreported, and unregulated (IUU) fishing, especially on sea turtles in the Sulu-Sulawesi Marine Ecoregion (SSME) Priority Seascape.

The outcomes of this activity are:
1. Establishing a Network of Marine Protected Areas for Sea Turtles in the Sulu-Sulawesi Marine Ecoregion Priority Seascape in the Coral Triangle.
2. Support CTI-CFF Regional Secretariat on designing a framework for sea turtle management with Monitoring, Control, and Surveillance (MCS) System

Collaboration with PRIMEX

The Pacific RIM Innovation and Management Exponents, Inc. (PRIMEX), in association with The Worldfish Center and Trans Intra Asia, has entered into a contract with the Asia Development Bank (ADB) to provide technical advice to government implementing agencies (IAs) and serve as Project Manager on behalf of ADB, the executing agency (EA), for the Coastal and Resources Management in the Coral Triangle: Southeast Asia (Regional Technical Assistance [RETA 7813]).

To support CTI-CFF Regional Secretariat in coordinating and monitoring the progress of achieving the goals of the CTI-CFF Regional Plan of Action, which cover following areas: organizational development, outreach and communication, regional coordination and mechanisms, technical and thematic working groups, development of key regional reports, and capacity development.
