CONSULTING SERVICES FOR THE PRODUCTION OF CTI-CFF ORGANIZATIONAL AND ACCOMPLISHMENT VIDEOS/AUDIO-VISUAL PRODUCTION
The CTI-CFF Regional Secretariat is seeking quotation for the production of one (1) CTI-CFF Institutional Video and one (1) CTI-CFF Accomplishment Video with an estimate budget of USD 4,000.00.
The following Terms of Reference are cited below:
Rationale
The Coral Triangle Initiative on Coral Reefs, Fisheries and Food Security (CTI-CFF) is a multilateral partnership of six countries (Indonesia, Malaysia, Philippines, Papua New Guinea, Solomon Islands, Timor-Leste) working together to sustain extraordinary marine and coastal resources by addressing crucial issues such as food security, climate change and marine biodiversity.
The CTI-CFF needs to provide information to encourage and entice high-officials from the governments, partners, regional/international organizations and various stakeholders towards realizing the goals of the CTI-CFF through collaborative engagement; and to heighten public awareness and appreciation of CTI-CFF initiatives.
As part of its communication strategy, the CTI-CFF through the Regional Secretariat, will produce audio-visual presentations (AVPs) that will serve as a primer to CTI-CFF as an institution and its accomplishments in the last 10 years.
The Regional Secretariat is thus soliciting proposals from highly qualified and experienced communications and/or advertising firms to conceptualize, develop and produced two (2) 3-5 minute AVPs, one AVP highlighting CTI-CFF as an institution and another AVP focusing CTI-CFF’s accomplishments.
In developing the AVPs, the consulting firm will work in coordination with the Communication Unit and the Regional Secretariat in general.
Scope of Work
1. Produce two (2) 3-5 minute AVP which are as follows:
a. One (1) 3-5 minute AVP on CTI-CFF as an organization
b. One (1) 3-5 minute AVP on CTI-CFF’s accomplishments the past 10 years
2. Make use of motion graphics, animation and other information graphics combined with actual footage or photographs as may be required in the creative treatment of the AVPs.
3. Develop a script and storyboard, and provide voice-over talent.
4. Conduct meeting to present general concept and treatment of AVP to the Regional Secretariat
5. Do revisions on the concept (maximum of 3) based on comments/suggestions of the Regional Secretariat.
6. Secure approval for the script/recommended concepts and executory treatments in the production of AVPs from RS.
7. Provide the necessary equipment, software as well as technical and creative staff/services for the completion of the required AVPs.
8. Coordinate with and respond to queries and requests from RS from the conceptualization to the production and delivery of the AVP material.
9. Secure approval of RS on AVPs before production of final copy.
10. Develop and produce the AVPS within 10 weeks as indicated.
11. As may be needed, the consulting firm shall secure copyright and permission for any materials used in AVP.
12. Provide RS with master copy of the AVPs.
13. Submit implementation report to RS.

Requirements and Qualifications
The Regional Secretariat, through the Communications Unit will select a communication/advertising firm with extensive experience in developing and designing AVPs for private corporations, international organizations and/or government.
The firm should posses the following requirements:
1. Minimum of five (5) years experience in producing original and well-executed AVPs; with at least 3 years' experience working with private corporate agencies on similar projects;
2. Produced at least three similar AVP projects for government agencies or private
companies requiring creative translation of technical processes and information for
layman audiences;

On Copyright
The collective work of this particular assignment is classified as a “works made for hire” and therefore the intellectual property of the Regional Secretariat of CTI-CFF as it is a commissioned work undertaken by the consulting firm, including raw video footages and photos taken in the production of the AVP. The Regional Secretariat of CTI-CFF has the right to and will require the consulting firm to turn-over all the relevant files via cloud or online data sharing mechanism.
Source of Fund
Funding for this services shall be charged against the budget of the Communication Unit of the Regional Secretariat.
Payment Scheme
The Regional Secretariat will pay in full the professional fee of the consulting firm within 10 working days after the Communication Unit of the Regional Secretariat issues an approval for the satisfactory completion of the project.
The payment will be via bank transfer upon submission of bank account details of the consulting firm. Corresponding bank charges in the transfer of payment shall borne by the Regional Secretariat
