CONSULTANT FOR THE DEVELOPMENT OF NATIONAL PLAN OF ACTION (NPOA)
For Coral Triangle Initiative on Coral Reefs, Fisheries and Food Security (CTI-CFF)
The Regional Secretariat of CTI-CFF is looking for a qualified, experienced, and motivated Consultant for the development of the National Plan of Action (NPOA) for the Coral Triangle Initiative on Coral Reefs, Fisheries and Food Security (CTI-CFF) for each of the six CTI-CFF member countries.
Job Mission Description
The consultant will be engaged to facilitate the Inception, Learning Exchange, and Finalization workshops and assist in drafting the structure of the NPOA and developing the main contents.
Expected Deliverables

Facilitate an Inception workshop on the development of NPOA.

Facilitate the Learning Exchange Workshop of NPOA.

Facilitate the Finalization Workshop of NPOA.
Scope of Work
The consultant shall perform the following tasks professionally:
Engagement Period
The total engagement period of the consultant is 44 days, based on the contract agreement with the CTI-CFF.
Coordination and Reporting

The Consultant will report directly to the Deputy Executive Director for Program Service of the CTI–CFF Regional Secretariat on expected deliverables and scope of work as outlined in the contract agreement with the CTI–CFF.

The Consultant will liaise daily with the Monitoring and Evaluation Manager (MEM), Technical Program Manager (TPM), and the Program Service Team regarding the implementation of his/her services as outlined in the contract agreement.
Competency Requirements
Competencies required for this Consultant position include:

A relevant advanced degree in fields such as public policy, international development, political science, economics, or a related field.

At least ten (10) years of experience in working with an international organization, international development cooperation, or in a dynamic environment with multiple stakeholders and international partners.

Strong analytical and research skills to assess existing policies, identify gaps and propose effective solutions.

Demonstrated ability to engage with a diverse range of stakeholders, including government officials, civil society organizations, community leaders, and international partners.

Excellent written and verbal communication skills with various audiences, including cultural sensitivity and understanding of the local context.

Excellent proficiency in the English language (both spoken and written) is MANDATORY.

Able to travel and undertake Missions overseas, especially to CT6 countries.
Condition of Application

This position is open only for citizens of CT6 Member Countries (Indonesia, Malaysia, Papua New Guinea, Philippines, Solomon Islands, Timor Leste).

The successful applicant for this position will have the flexibility of a home-based work arrangement, with the understanding that occasional travel may be required based on the needs.

The successful applicant must be able to commence his/her services on 4th March 2024, over a period of at least 44 days until 31 October 2024.
