Background:

The CTI CCA Working Group held a blue carbon workshop last August 28-31, 2017 in Tagaytay City, Philippines. Except for Timor-Leste, all the other member states attended the event together with some CTI development partners (ADB, AG, CI, TNC, WWF), collaborators (CSIRO, GIZ, PEMSEA) as well as speakers from World Bank and UNDP. Country delegates were coming from various government agencies, academe, and research institutions. For some of the member states, blue carbon is an emerging topic and have initiated BC activities while the others are just beginning to understand. During workshop sessions, there were a lot of recommendations and issues raised and regional actions to be undertaken, hence, the Chair proposed for a follow-up meeting so this can be taken up in depth and present to SOM13 for consideration.

Further, the WG also held a regional exchange in September last year in Kota Kinabalu on centers of excellence. At the end of that REX, the countries agreed to conduct further national consultations regarding the establishment of COEs on CCA based on the outputs and discussion of that event. This CCA meeting will provide the opportunity for countries to report back and generate ideas and suggestions on how to proceed with the establishment of the COE on CCA in the CT region.

Lastly, this meeting aims to prepare the working group’s report to SOM by reviewing the CCA indicators, roadmap and targets.

Objectives:

Specifically, this meeting aims to do the following:

  • Recall the outputs during the 4th CCA REX and generate feedback and comments from the CT6 regarding the next steps on the establishment of COE on CCA
  • Re-orient the CCA focal points on the CCA indicators and benchmarks as inputs in developing the country report to SOM
  • Provide venue for the countries to report the status of their CCA roadmap and targets based on the agreed reporting template in preparation for the development of the CCA WG SOM Report
  • Review the outputs and outcomes of the CTI Blue Carbon workshop held last August 28-31 in Tagaytay City, Philippines and generate feedback and inputs from the CT6 on ways forward
  • Draft a regional statement / communique on climate change to be endorse to SOM13

Expected Outputs:

  • Regional statement / communique on climate change formulated
  • Next steps on the establishment of COE on CCA identified
  • CCA WG SOM report outline developed
  • Ways forward for BC in CT region determined
  • CCA Country report completed
