The proposed rehabilitation of mangrove will involve coastal communities in the planting of seeds and re-planting in the designated plots. It aims to enhance the protection and stabilization of the coastline; protect habitat for fish species and other marine biota; provide a future source of livelihood (from sustainable harvesting of animal and plant species) and provide a location for education and awareness of climate change impacts in conjunction with the planned
formation of Center for Climate Information.

The project aims to collect oceanographic and off-shore fisheries stock assessment in a systematic manner in order to yield baseline information as a base for fisheries policy development, including vessel licensing policy and  to enhance the capacity of staff to plan for and design of long term oceanographic and off-shore stock assessment.

There is currently no comprehensive legislation on coastal management or marine resource conservation in Timor-Leste. Subsidiary law from Indonesian law are applied in the meanwhile. At the moment, a national park has already been established (with significant marine resource protection) and several marine protected areas are in preparation.

The project aims to draft and finalize regulation on the functions, management, and disbursement procedure of the Marine Development Fund.The Strategic Approach/Methodology: Drafting of the regulation must take into account previous experiences in disbursement of micro credit in Timor-Leste, and at least one of the experts involved must have had incountry experience of at least three years. The Ministry of Agriculture and Fisheries will supervise the processand conduct consultations with the Ministry of Planning and Finance.

The project aims to address environmental information roadblock by adopting the Integrated Information Management System (IIMS) developed by the Partnerships in Environmental Management for the Sea of East Asia (PEMSEA) Acquisition, processing, integration,and visualization of various data on coastal and marine and river basin management needed for decision-making is a key feature of the IIMS.
